Over N50bn Has Been Spent on Benue Flood Victims - Gov Ortom

Benue State governor, Samuel Ortom has claimed that the state government has spent no fewer than N50bn taking care of the Internally Displaced Persons, IDPs, in the state.

Ortom was reacting to rumour about diversion of relief materials and misappropriation of funds by some officials of his government meant for flood victims.

When asked about the issue of misappropriation of fund and how much has been spent from the state’s pocket, Ortom said, “I think around 50 billion naira currently.
“Like I said, there has been responses from the federal government, state government and other individuals and organisations. All that we needed was just some assistance.

“We are making a comprehensive analysis, at the end we will make a decision depending on the availability of funds.

“Since we cannot pay all the salaries, we agreed that we will combine two months and pay for one month, so people can have allowance to do other things. Discussions are still going on and I’m also discussing with other financial institutions to see if we can find a way around it.

“But I still believe that if this process that we have adopted is the desired one, we still have to go step by step so we cannot inflict pain on the workers. One thing I know is that with this inflation, whatever people get is not enough. The good thing is that we are discussing and as we are discussing, we will find a way out of it,” he told Sun.

Police Arrest NAN Reporter Over Protest Story in Benue IDPs Camp

The Benue Police Command has arrested Mr Emmanuel Atswen, a reporter of the News Agency of Nigeria (NAN), over a report on the protest by IDPs at the International Market camp in Makurdi.

NAN reports that the IDPs, on Sept. 12, protested against alleged diversion of relief materials, and blocked the main entrance into the camp to stop vehicles loaded with the assorted relief materials, from driving out.

Some of the protesters, who spoke with NAN, said that they were prompted to protest because such diversion had become more persistent, insisting that it was not the first time camp officials were loading materials from the camp”s warehouse.

Atswen, who was at the camp when the protest took place, not only filed the story, but took still and video pictures of the protesters.

He also spoke with the Commissioner of Water Resources and Environment, Mr Joseph Utsev, who promised to investigate the protest.

The state government had earlier removed the camp manager over alleged “irregularities”.
Miffed by the protests, the Executive Secretary of the Benue State Emergency Management Agency (SEMA), Dr. Boniface Ortese, recently closed down all the camps hosting victims of the Benue floods, after claiming that they had been taken over by hoodlums.

Atswen, who was arrested on Friday in Makurdi, is being accused of “defamation of character and falsehood”.

One Mr Offor, the police officer investigating the case, turned down pleas by journalists and lawyers to release Atswen on bail, and ignored arguments that the offences he was being charged with were bailable.

NAN reports that prior to Atswen’s arrest, the SEMA boss had petitioned NAN over the same story, demanding N3 billion as damages, even though neither his name nor his agency were mentioned in the report.

The NAN management, in a press statement on Saturday in Abuja, however, said that it was standing by its protest story, and reiterated its commitment to reporting the truth always.

The NAN management declared that the said story did not violate the tenets of the journalism profession.

We Have No Intention To Retrench Workers, Benue Gov Claims

The Benue State Government has stated that it has no intention of retrenching or downsizing it workforce despite its huge wage bill and the prevailing economic recession.

The state Commissioner for Finance, Mr. David Olofu, who made this known wednesday in Makurdi said Governor Samuel Ortom was not disposed to laying off workers in the state service.

Olofu said the state government would rely on the outcome of the ongoing screening of workers being carried out by the committee on emergency on salary payment to have a true picture and figure of the state’s workforce.

Olofu said: “Retrenchment of staff and half payment of salaries are the options available to us as a government. But like you know the disposition of the governor, he does not subscribe to the options.
“This is because of the nature of the economy of our state. He is somebody who has lived all his live in Benue State and he knows that to every worker in Benue, there are about four to five dependents, so he has never, since I started working with him, considered any of those two options.

“Our neighboring states, of course went for one of those options but that equally has not solved the problem.
“So what we ask for is the understanding of our people. Let them know that when the situation improves, we will do everything to achieve and meet their needs.

“Like I have always mentioned, we need to make our agriculture more competitive which is where we have comparative advantage. Because as an investor, I would ask myself why should I come to Benue, what am I coming to do here that I cannot do in other states that have lower logistics cost?

“So we need to make our agriculture more competitive. That is what the government is doing now by opening up our rural areas. And in no distant time, we will surely get there and our people would have every reason to laud this administration.”

Herdsmen In Neighboring Countries Planning To Attack Benue – Ortom

Benue State governor, Samuel Ortom has said herdsmen in neighbouring countries have concluded plans to invade the state.

Ortom raised the alarm at NSKT Church in Taraku, Gwer Local Government Area, during the burial of Mama Atese Rebecca.

He said the attack was because of the state’s stance on ranching.

The governor called on the Christian Association of Nigeria (CAN) in the state to organise prayer and fasting in order to avoid bloodshed.

He added that he had received security reports that herdsmen across the West African sub-region were planning to invade the state.

He added, “The anti-grazing law our government came up with was to protect both farmers and herdsmen. I have been saying that this government is ready for any superior alternative, but to me, the global practice is ranching of cattle.

“Let me appeal to our religious leaders, CAN, to organise prayers and fasting for peace to reign in the state.”

While hosting the country representative of the United Nations High Commissioner on Refugees, Edward Kallon, Ortom had said herdsmen attacks had led to the death of 1,878 Benue residents, while 200 persons were still missing.

"Pay Salary if You Must Win 2019 Election - Bishop Zuga Tells Ortom

Dr Bishop Sam Zuga has hinted governor Ortom on how to win the 2019 general elections. In a Facebook post made by the clergy, he categorically stated that if at all Ortom would win, then he must pay salary on the 25th of every month. He also advised the politician to suspend foreign and local trips in order to do the needful.

"Suspend everything including foreign and local trips. Clear all salaries and other entitlements. Continue paying salaries on 25th of every month."

It's quite unfortunate that his excellency has not given payment of salaries priority. In a state where most of the people are peasant and civil servants, what keeps life going is their meagre salaries, in a situation where it's not paid, people will suffer. This will definitely tell on him if he chooses to contest come 2019.

Whether Ortom will contest or not, it's clear that he will bearing in mind what we see and hear everyday on radio, newspaper and posters "Ortomatic 2019" what this implies is not yet clear, this is because no one has an automatic ticket to the government house except he or she is voted by the people.

Benue Civil Servant Resorts to Hawks Groundnut Over Unpaid Salary

Mr Godwin Oga, a 46 year old staff of Benue State Environmental Sanitation Agency (BENSESA) has resorted to hawking groundnuts on the streets of the state capital, Makurdi because to survive.

The father of three revealed that he started the business last month after he was unable to provide food for his family following governments in ability to pay salaries for several months.

Speaking to Benue News, he said;

“I have so far spent 15 years in service with BENSESA and have also been screened in the ongoing state government screening exercise. “I started this groundnut business earlier in June this year to prevent hunger and starvation of my family and to buy medications” he explained.

Mr Oga added that despite being a laughing stock, he preferred the business to stealing, urging other civil servants in the same situation as his, to also seek alternative means of survival.

Recall that that state government owes upwards of five months unpaid salaries to state governments workers and eight months for local government workers and teachers; pensioners are also owed over a year’s wages.

‘Second Term Ambition Not Do-or-die Affair’ - Ortom

Benue State Governor Samuel Ortom spoke with reporters in Makurdi, the state capital, on the recent recovery of N4.5 billion bond proceeds, his second term ambition, his style of governance and other partisan issues.

Two days after some youths urged you to seek a second term, some people from the opposition kicked against it, saying that you have not lived up to expectation. What is your reaction?

What do you expect the opposition to say, the people who are still dreaming that Ortom is governor? I’ve been here and they’ll continue to criticise anything I do. When have you heard them praising me? Are you not enjoying security in Benue State today? Are you not seeing the massive development of our primary schools in Benue State? Have you not seen the massive construction of rural roads, bridges and all that? Have you not seen our agricultural policy? You’re the best people to judge, not me. But, the truth of the matter is what I told those people. I’m a product of divine intervention. In 1992, I told the whole world that God said I was going to be governor. In 2012, precisely 20 years, God told me it was going to be realised in 2015 and by the grace of God, with all the hurdles and the challenges that came, I overcame them and I’m governor. I’m going back to the same God when that time comes. Now, I don’t want to be distracted. I’m doing my work. When that time comes, when the programme is rolled out, I’ll go back to God on my knees and ask God should I go back? If God says I should go, I’ll go and nobody will defeat me that I can assure you. If God says relax, my son, I’m ready to go back to my farm and my business. It’s as simple as that.

Recently, you signed the anti-open grazing law and other states are following suit, would you say peace has finally come to Benue with this new law?

I’m optimistic that peace has come, but that is giving leadership; what we did in Benue State. We have given leadership and we believe that this is the only thing that can restore peace in Benue State and any other state that wants peace where herdsmen are terrorising them. that is the way to go. Globally, what is being practiced is ranching, not this nomadic life of moving from one end to another and destroying peoples farms and all that. If you want peace that is the way to go. But, like I keep saying, I’m challenging anyone, including the herdsmen and Miyetti Allah and anyone who cares to listen to me, if you have a superior policy that can restore peace, other than ranching, bring it on the table and let us debate it. I challenge anyone, if you have it, bring it, then, if you defeat me I’ll go back to Benue people and ask them to follow your policy. But for now, that’s the way forward.

What happened between you and Alhaji Abubakar Tsav last Sunday?

I think we issued a statement on this. The Chief Commissioner and six other commissioners from the six geo-political zones came to appeal to me to ask the Attorney-General to withdraw the case instituted against Alhaji Abubakar Tsav for spreading falsehood against the state government. He in turn apologised and I accepted him as a father. He’s old enough to be my father and I’ve been brought up to respect old age. As a Christian, since he has apologised, I’ve forgiven him too. He can join me and contribute meaningfully to the development of Benue State. We need everybody to be on board. You know we tagged our blueprint “The Collective Vision for a New Benue.” I’m willing to absorb views from the opposition; I’m willing to accept criticisms that are constructive, not destructive like the opposition in Benue State does it. every day, they tell lies. But, I think that, if people have things that can truly add value to the development of the state, Samuel Ortom is willing to partner with them, no matter where they’re coming, irrespective of political, religious or ethnic inclination, I’m ready to partner with them. We are very open and we’ve told Alhaji Abubakar Tsav that we’re not stopping you from raising alarm, but anytime you have issues, first of all, seek to confirm. Otherwise, everything he has been publishing against me and my government is false, there is no iota of truth, but I’m ready to give information if you want. Like I keep saying, my government is anchored on the fear of God and core values like transparency, equity, fairness, justice, accountability, and integrity are integral part of my government and I’ll always fight to protect these values. I think that we’re on the same page now and we told him that we can work together, he is a father of the state and we can work together, instead of destroying the state. The people say that the words of our elders are words of wisdom. Someone of his status can be of great benefit, if he uses his experience positively towards the development of the state, but not to join some of these youths who are not experienced, who have not seen what the world is and so they insult and all that. I think we have settled the matter. Of course, the conditions I have given were that retract these things and apologise to me publicly. You cannot undress an elder, I’m governor. so, I can also say I’m an elder because nobody is older than me in Benue State by virtue of my position, so you cannot undress an elder in public and then dress him later in the room. I’ve said that a public apology and then retract what you’ve written and then communicate to those people that what you’ve written against me that those things were based on falsehood. That you were given this information and you went and published without cross checking the facts.

We heard from the grapevine that you’ll soon be traveling. is it an investment trip?
No, I’m going on leave. I’m taking a two-week leave from the 17th or so, but I’ll communicate to the House of Assembly, I’ll make it public.

Some say that you’re leaving because you’ve received the second tranche of the Paris Club refund…
No, I want to assure you that you will be the first people to know when we receive that, like I did with the first tranche. Once it hits our accounts, I’ll give you the figures. Workers should not worry when it arrives we’ll all sit down, look at it and agree on what should be done.

Can you explain the N4.5 billion recovery, which you talked about a few days ago?
The issue is very clear, like we said; the whole process was anchored on falsehood, forgery and lies. that was what we discovered. As you are aware, bonds are meant for specific projects in the case of Benue State, this particular one was meant for 13 projects. These included the Daudu-Gbajimba road, Oshigbudu-Obagaji road, Wannune-Igbor road, Zaki-Biam-Afia road, Oju-Obussa-Utonkon road, the water projects in Otukpo and Katsina-Ala, all together about 13 projects. When this money came instead of channeling this money to these specific projects that this bond was approved for, it was used to service overdraft of N4.5 billion. That was where we had issues. We engaged a consultant who approached the Securities and Exchange Commission, SEC, and wrote a petition. SEC did an investigation and decided that this money should go back to the original use. That is what has been credited to our own account so that we can go ahead and complete those projects that originally this bond was collected for. I think I’m understood. Now the issue of overdraft and those documents that were written and used to offset the overdraft were forged by the past administration, that is where we are having a case with them. There was no executive council meeting on the day the purported extract was obtained and given to the bank that exco directed that that money should be converted to overdraft. There was no exco but the extract was generated, so it was just packaged. All the other documents that were written to the bank on this matter were not in the file and all the reference numbers were forged so this is where we have a case. But the former Governor instead of looking at the main issues bought a page in The Nation of 8th June, 2017 and denied that he collected this money. I’m not surprised. He denied selling Benue State shares in the Benue Cement Company, he denied selling Benue State shares in Julius Berger, but they were sold and the evidence is there. These are the issues. Actually they collected overdraft amounting to N4.5 billion. This we have verified from the bank and we agreed that we do not have the resources to talk of paying the overdraft within one month or sixty days as the case may be so we have to restructure. We have agreed with the bank that we will restructure the overdraft and repay in a period of four years. This is about N136 million a month. This is the issue.

Benue State University lecturers appear to have ignored the executive order to return to work. what would you say?

Nobody ignored my executive orders, I sent it to council and I’m yet to have a response from them. I understand they’re meeting next week; nobody has ignored my orders to reopen the school. I’m bent on opening the school. I think I’ve done so much. You are journalists who can confirm from other state universities, even federal universities including the one in Makurdi, how they’re faring. Check in Kogi, check in Plateau, check in Katsina, and check in Ebonyi, check all other states that have state universities whether what I’m doing is not better than these universities or not.

Your Information Commissioner told us that massive fraud has been discovered in that university. is the state government planning to institute a probe?
We have to sanitise the place because every month, out of the N2.5 billion I get from the Federation Account, I cough out N570 million to pay to Benue State University alone. I compared notes with some of my colleagues. In Ebonyi for instance, they pay N200 million; in Nasarawa, it’s N183, in Plateau it’s even less, though I admit that Benue State University is a bigger and maybe an older university but I think that is too much. There are too many people hanging around there without doing anything.

Benue state University Strike Latest Information

The protracted Benue state University Strike action continues as both parties, staff of the institution and the Benue state government concluded their talks today.

"They have lost confidence in the government because there are not really doing anything to end the strike, rather, all they do is to blame the past administration. This is why we're not ending the strike until our demands are met." Source says.

The BSU-ASUU chapter is holding on to the following as government must meet all these demands, else the strike would continue.

1. Domestication of NHIS so that staff can benefit from quality healthcare services even when they do not have enough money at hand.

2. Contributory pension scheme so that upon retirement, staff have something to fall back at.

3. Review of relevant BSU laws to things in correct and clearer perspectives.

4. Accumulated leave days which staff have neither enjoyed nor monetised.

5. Obnoxious tax deductions as PAYE which is higher than any other university nationwide.

6. Payment of accumulated earned academic allowance, arrears of which have accumulated for 56 months.

“In response to all these issues, Government, following negotiations has directed BSU management to work out ways of solving numbers 1 through 5, which in principles we have accepted but rejected the proposal that only 2 months arrears of EAA would be paid while the rest will come as funds become available.

“Though it may appear that Govt has tried by addressing 5 out of 6, it is only in principle since this same Govt entered into an agreement to pay arrears of EAA in in six tranches in 2015 but reneged 2 years after without apology or at least an explanation in writing.

“ASUU has shown enough magnanimity by accepting those proposal in the interest of the students and of the system but insists that AT LEAST ONE TRANCHE OF EAA MUST BE PAID?”
